How the longest duration is the shortest duration?

How could the longest duration be the minimum time? Let's consider a scenario where there are four papers to be evaluated to determine whether a student passes or fails. One of the papers takes the longest time to evaluate, let's say 7 weeks, while the other papers could be corrected within 3 or 4 weeks. The decision to publish the students' results is based on the paper that takes the longest duration, which becomes the minimum time required to release the results.

Even if the evaluation of other papers were to take less time, the project completion time wouldn't change the release date. If the evaluation of that paper using a modern technique only takes 5 weeks, then the release time can be reduced to 5 weeks instead of 7 weeks. So, the longest time becomes the shortest time to finish the whole thing.
